Can Quicksilver Dragon change the target of spells like Clone?

I am trying to understand all of the combos in a newly made Scion of the Ur-Dragon EDH deck and am trying to determine how much use i can make of Quicksilver Dragon

Note that sometimes the word "target" can be hidden in the full rules text of a keyword ability, like the "Equip" ability on equipment and the "Enchant XX" ability on auras. Some cards with abilities like this have reminder text explaining how they target, but not all of them.

No. Spells only target if they actually have the word 'target' in the text. As Clone does not have the word target, it does not target anything.
