Can Quarry Hauler Remove Egg Counters?

So Quarry Hauler's ETB ability can add or remove counters from a permanent I control. Would it be able to affect egg counters on an "exiled" Darigaaz Reincarnated or does Darigaaz' exiled state prevent it from being counted as a permanent?
If this is a viable interaction, do any of you have suggestions for cards that have similar effects to Quarry Hauler?

This will not work--something is only a permanent when it is on the battlefield:
Rule 110.1:
A permanent is a card or token on the battlefield. A permanent remains on the battlefield indefinitely. A card or token becomes a permanent as it enters the battlefield and it stops being a permanent as it's moved to another zone by an effect or rule.
