Can Power Conduit stop Cumulative Upkeep?

Oracle explains Cumulative Upkeep as "At the beginning of your upkeep, put an age counter on this permanent, then sacrifice it unless you pay its upkeep cost for each age counter on it."
Can an effect that removed counters at instant speed remove the age counter after it is placed on a permanent but before you have to pay its upkeep?
If not, am I still safe in assuming that Power Conduit can be used to keep an upkeep cost from increasing?
( I want to make a deck using Cold Snap and card:Arcum's Weathervane to kill my opponents, but to do this I cant use the usual Eon Hub trick to avoid Cumulative Upkeep )
If you can and want to keep your hand empty you could use Gibbering Descent to skip just your upkeep and also do an extra point of damage.

While effects are resolving, no one receives priority, so there's nothing you can do while Cold Snap 's effects resolve. You'll have to pay the mana to keep it.
Afterwords though, yes you could remove an age counter from it with Power Conduit , as it doesn't care what kind of counter it is.
