Can my opponent kill my planeswalker in responce to me using one of its loyalty effects after its cast to prevent me from getting to use it?

I casted Elspeth, Sun's Champion then my opponent casted a Hero's Downfall he then stated "in response" I target kill your planeswalker before you can activate its loyalty. I told him no I still have priority to use its +1 or -3 before it gets killed. Am I wrong or is he right?

When a permanent enters the battlefield, the player whose turn it it gains priority. That means you can activate it's ability before your opponent can do anything. When you activate an ability, priority passes, and you opponent gets a change to respond.

You cast your Elspeth, Sun's Champion it's not counted so it resolves and you gain priority. You activate Elspeth, Sun's Champion's +1 ability. (Putting a counter on her is part of the cost and can't be responded to.) her ability goes on the stack, and the opponent now has the opportunity to cast his Hero's Downfall. If no further responses are made the downfall kills the walker, and the +1 ability, (already being on the stack), resolves afterwards regardless, giving you three tokens. So yes, you are correct :)

It should be noted that it isn't when a permanent ETBs that the active player gets priority; it's after a spell or ability resolves, after a turn-based action, or when a step or phase begins.
