can Iona, Shield of Emeria stop a player from casting there commander if it has a color you choose?

Iona, Shield of Emeria enters the battle field choose a color yr opponents cant cast spells of that chosen color. if yr commander has mountain or all color commander and u pick a color does that prevent there commander from being played or is it only by hand?

Iona stops your opponents from casting spells of a certain color period, no exceptions. So if you name red and your opponent has a commander with red in its casting cost, they won't be able to cast it unless there's an effect that changes its color to something other than red, such as Mycosynth Lattice.

It's important to note that cards with Devoid, e.g. Sire of Stagnation are colorless by definition and Iona cannot stop your opponents from casting them.
