Sweet. I guess I should have worded it better. I basically meant that if I target a creature with Undying Evil and sac it, would it undie? Thank you for your help.

If you cast and resolved Undying Evil on a creature that had no +1/+1 counter on it, and then after the spell resolved, sacrificed the creature to some effect or another, yes it would come back.
If, however, you sacrifice the creature as part of some cost for an effect FIRST, you will have sacrificed it to pay a cost, and it's already gone before the effect would go on the stack allowing you to respond with Undying Evil.
So if you cast Bone Splinters sacrificing a creature as part of the cost, you couldn't then respond to Bone Splinters with Undying Evil on the thing you sacrificed. You could however first cast and resolve Undying Evil and then once the creature had undying, go ahead and cast Bone Splinters and it would come back.

tl;dr version: Just cast Undying Evil first and let it resolve before you sacrifice something, and you're fine.

If Undying Evil would resolve before the sacrifice effect, then yes.
But you can't target a creature with Undying Evil if it's already in the graveyard, and even if you could, undying only triggers when they hit the GY, so simply having it while it's already there does nothing.
