Can I target City of Brass using Reflecting Poolfoil?

Can I use Reflecting Pool and create 'Any Color of Mana' by targeting City of Brass?

Reflecting Pool doesn't target anything with its ability, as it doesn't use the word 'target'. You have the rest correct though: your City of Brass can produce any color of mana, so Reflecting Pool may as well.
