Can I rings of Brighthearth Sensei's divining top's draw ability?

Since placing Sensei's Divining Top on top of the library is part of the resolution, could I still Rings of Brighthearth the draw?
My gut says I could pay the 2 to copy, then one instance resolves and I draw then place the Top on top. Then the second instance would resolve and I would draw my Top, but there would be no top in play to place on top of the deck.

You are both correct in your assumptions. Because the Sensei's Divining Top is put on top of its owner's library by the copied ability (which resolves before the original), the original ability will simply fail to put Sensei's Divining Top on top of its owner's library.
You'll draw two cards, and, assuming you are the owner of Sensei's Divining Top , Sensei's Divining Top will itself be one of them.

If I remember the card rulings for Rings of Brighthearth right if you target the ability of the top with rings:
1) activate tops draw ability(which just for reference is the same ability that puts top on top of your library
2) pay the 2 cost for rings
3) the rings draw would resolve first putting top on your library
4) the actual activation of top would resolve drawing a card (putting top on your library again if it weren't already there.
The end result would be you would have drawn two cards but one of them would be top.
