Can I return an exiled sliver with Hibernation Sliver to my hand?

If I use Banishing Light on my opponents sliver, are they allowed to return it to their hand using Hibernation Sliver?

It depends at what time they went to return it. If it's after you've targeted it but before it gets exiled, then yes. If it's after the Sliver has been exiled, the no.

They cannot. The Hibernation Sliver cards the ability to all creatures. Not all creature cards so only slivers on the battlefield have that ability, In addition unless an ability says otherwise you cannot activate it anywhere but the battlefield.

The abilities that slivers grant only affect slivers on the battlefield unless otherwise specified. So if you have exiled a sliver it won't have that ability and thus can't use it. even then, that ability only works when it is in play. you don't need a ruling for this, but I'm sure ChiefBell will direct you to the correct ruling.
