Can I put counters on Walking Ballista before it dies?

If I return Walking Ballista to the battlefield with Renegade Rallier could I activate the 4 cost ability on Walking Ballista to add a 1/1 counter before it dies?

No, you won't be able to do this. A creature dying for 0 or less toughness is one of the game's state-based actions (SBAs), and SBAs are checked and dealt with right before each time a player would get priority to take an action. In this example the game kills Walking Ballista before you're able to do anything.
