The evoke is an ability that represents an alternate cost you can pay instead of the normal one to cast the card, so yes.

702.71. Evoke702.71a Evoke represents two abilities: a static ability that functions in any zone from which thecard with evoke can be cast and a triggered ability that functions on the battlefield.
