Can I chose to draw at the end of my turn?

I'd like to know if I can declare attacker, they declare blockers and then I can draw? I'm only asking because of the miracle cards now in play. I usually wait to draw until after I've played a land now. Just wondering if I can actually wait to drawn until the end of my turn.

The only way you can prevent drawing at your draw step is with cards like NecropotenceMTG Card: Necropotence. Other cards draw in different ways which allows you to change when you draw. But otherwise, you cant avoid drawing a card at your draw step. Which is why miracle cards are tricky in decks that make you draw.

If you are talking about your normal draw for the turn then no. You must draw a card during your draw step, you cannot choose to draw later. You normally also cannot play a land before you draw.

Tl : Dr You cannot delay your draw at all. it has a set point in the turn, though there are some things that will make you skip that step. Purposely missing your draw without an ability letting you would be Cheating - Fraud.

OK. Could I tap or do anything before my draw step? Like turning inkmoth and then drawing?

Yes. During your upkeep step you receive priority, and can do things like animate a nexus or play instants etc.

For reference these are the phases in order during a turn:

  1. Beginning Phase
  2. Untap Step
  3. Upkeep Step
  4. Draw Step
  5. Main Phase
  6. Combat Phase
  7. Beginning of Combat Step
  8. Declare Attackers Step
  9. Declare Blockers Step
  10. Combat Damage Step
  11. End of Combat Step
  12. Ending Phase
  13. End Step
  14. Cleanup Step

Note that dropping a land and then drawing for your turn, while most players wouldn't typically mind, is technically illegal. While your friends around the kitchen table might not care, you're liable to receive a warning or even a game-loss at a sanctioned tournament.
