Can I cast Hindering Light even if there are no other spells on the stack?

I know I can cast Hindering Light on a spell that doesn't target me or a permanent I control and still draw a card, but can I cast it with no spell even on the stack to target and still draw a card with it?

No, in fact your first sentence is incorrect. You must choose a legal target for every targeted effect in a spell or ability when casting it. The only legal target for Hindering Light is a spell that targets you or a permanent you control. If you can't target one, you cannot cast it, even just to draw a card.

If a spell has at least one target, you have to choose targets as part of casting the spell. If you can't, the spell cannot be cast.

Also, you have to target a spell that targets you or a permanent you control - you can't just target any spell.

Short answer: No.

You need to declare legal targets for any spell that requires targets as part of the casting process. If there is nothing on the stack there are no legal targets for the spell and you cannot cast it.

Also, you cannot actually cast Hindering Light on a spell that does not target you or a permanent you control for that very reason - the target for HL is very specific.
