Can i "attach" Eldrazi Conscription from my hand using Aura Finesse?

Or does "attaching"" requires the aura to be already on the bf?

I order for something to become attached to a permanent, the specified card must already be on the battlefield or directly specified in the appropriate zone (see Bruna, Light of Alabaster).

The important part of this is that Aura Finesse just says "target Aura". When an effect uses the name of a permanent type or subtype and doesn't also say "spell" or "card in (a zone)" then it only means something of that type/subtype on the battlefield. Aura Finesse can only target things on the battlefield.
