Can i activate an ability or cast an instant during my untap step?

I have an upkeep trigger that i don't want to happen e.g Demonic Pact. Can i cast an instant like Dromoka's Command during my untap?

Pretty sure that (please correct me if I'm wrong) during any phase or any occurrence is put on the stack you may have time to react with instant speed effects, and you may pay instant speed costs at absolutely any time, for example, a lot of the creatures with the "Inspired" mechanic required you to pay mana immediately after the creature untapped.

Steps and phases are not put onto the stack.
Players do not get priority during the untap step.

@VaraSatoshiOfficial: The reason Inspired works is because even though a triggered ability will trigger whenever the appropriate event happens, it waits until the next time a player would receive priority before it goes onto the stack. Inspired abilities that trigger during the untap step are put onto the stack at the beginning of the upkeep step, which is the first time during the turn any player can get priority.

No.
Players don't get priority during the untap step. Once permanents are untapped, the game proceeds to the upkeep. Relevant abilities trigger and are put into the stack, then players are given the chance to cast spells or activate abilities.
If you don't want one of those upkeep triggers to happen, you need to get rid of the source before your turn begins or counter or exile the ability itself. Removing the source after the ability is on the stack will not do anything to the ability itself.
