Can Hidden Retreat's ability be activated if there is not an instant or sorcery to target?

P.S. the card has been corrected to say the following:Put a card from your hand on top of your library: Prevent all damage that would be dealt by target instant or sorcery spell this turn.

If there is no legal target for your ability, it can't be activated.

There must be an instant or sorcery on the stack to target with Hidden Retreat's ability to activate it. However; the target does not need to be a spell that does damage.
