can Tezzeret the Seeker search for an artifact land (cmc 0 ) by his second ability?

The search effect has two requirements:
The card must be an artifact.
The card must have a converted mana cost of X.
As long as the card meets those two requirements, you can find it. It doesn't matter what the card's other characteristics are.

Yes, the same way you can use Ugin, the Spirit Dragon's -X at 0 to clear the board of coloured tokens.
