Can Arcanis the Omnipotent be returned from graveyard?

Can Arcanis the Omnipotent be returned from graveyard for the 2nd ability?

I am not 100% sure, but due to the current lack of an answer...

I am pretty sure that ability can only be activated when Arcanis is a permanent, in other words, already on the battlefield.

Activates abilities of cards may only be activated while they are permanents unless they state otherwise.
