Can a player cast instants after revealing them from their hand?

Say I use Blackmail and a player reveals three cards. If one of them is an instant such as Lightning Bolt then can that player cast it and leave me with only two cards to pick, or can you not interrupt two parts of the same spell that is on the stack?

You can only cast instants (and any other kind of spell, for that matter) when you have priority. During the resolution of card effects, neither player can gain priority. Priority is gained by the turn player the next time the game state is checked, and is passed in turn order whenever the player with priority decides not to do anything.

They could (and probably should if they want to cast Lightning Bolt) just respond to your casting of Blackmail by just casting Lightning Bolt, which will go onto the stack second, and resolve first, dealing three damage to whatever, before Blackmail ever resolves, which will just see the rest of the cards.

It's impossible, once the spell resolves, it has to resolve completely. If you want to protect the cards, you have to cast them before the spell resolves (and then, if you had only 3 cards, you reveal the remaining two)
