Can a counter target itself?

I wish to know if a counterspell can target itself, for example, to be exiled with Nivmagus Elemental, or if Remand can target itself, returning to your hand and drawing a card.

No. The rules explicitly forbid any spell or ability to target themselves. I will dig that rule up in a second.

There you go. Rule 114.4:

114.4: A spell or ability on the stack is an illegal target for itself.

You can, however, Redirect a counterspell and have it target the Redirect itself.
