Bloodline Keeper  Flip

When it flips, it's still the same permanent, so, yes, it can flip and attack in the same turn.

That is, so long as you aren't trying to attack in the same turn that you cast Bloodline Keeper.

yes if Bloodline Keeper  Flip has been one the field for at least 1 turn it can attack, because it's the same permanent.

It will retain any characteristics it had prior to flipping - such as counters, enchantments, spells targeting it, and summon sickness.

711.7. When a double-faced permanent transforms, it doesnt become a new object. Any effects that applied to that permanent will continue to apply to it after it transforms.

Yes, since it isn't a tap ability, you can transform him when he comes into play so long as you meet the rest of the criteria of having 5+ vampires on the battlefield.

Yes, it's not a tapping ability so you can flip him if you have the 5 vampires and 1 black mana available.

Just like once he's not summon sick, you can tap him to put a vampire token into play and then if you have 5, can transform him while he's tapped - he of course stays tapped.
