Banned or not??

According to gatherer.wizards.com Hymn to Tourach "is not playable in any format".

According to the banlist at magic.wizards.com, Hymn is not listed on the Legacy banlist.

Does anyone know which is accurate?

it is not banned the ban list is the proper reference.

Gatherer is bugged at the moment; it seems to be showing incorrect legalities for pretty much every card.

It is a bug, Gatherer is not listing legalities at all for Legacy, Vintage, or Commander. Normally it lists those formats and states whether the card is legal, restricted, or banned, but right now it's not registering any card as even being within the card pools for those formats.
