Aspect of Hydra

Let's say im attacking with a couple of creatures one of them being an Elvish Mystic for example. The opponent declares blockers and chooses not to block the Elvish Mystic . Can I then play Aspect of Hydra on the Elvish Mystic giving it all the counters.

Yes. You may cast instants (and activate instant-speed abilities) during the declare blockers step, at which point it is too late for your opponent to change their blocks.
Note that Aspect of Hydra does not do anything with counters; it's buff only lasts until end of turn.
