As Foretold and Buybacks

Can i pay buybacks such as Clockspinning with As Foretold? Or can i atleast pay remove the 1 converted mana cost and then pay 3 for buyback separately?
Yeah but can i still pay the buyback from my mana? Already looked up that buyback isnt calculated into converted mana costs so no foretold to pay for it ... but u declare buyback as u cast the spell so can I pay 3 for buyback and 0 for the spell itself?

You're allowed to use Buyback and you have to pay it separately.
A spell's "mana cost" is specifically the symbols printed in the upper right corner of the card. For Clockspinning, the mana cost would be . When an effect replaces a spell's mana cost with some alternative cost (or says you cast it "without paying its mana cost"), that's the only part of the total cost it's affecting. Any optional or mandatory additional costs that are also part of casting the spell (Buyback, Kicker, anything that says "as an additional cost to cast [this spell]", etc.) still need to be paid normally. In your example, casting Clockspinning with Buyback and help from As Foretold would cost a total of .

Since As Foretold specifically mentions you may pay 0 rather than pay the spell's mana cost, I would say no, it can only reduce the mana cost to 0 not additional costs like buyback or kicker.
