are god cards in library considered creatures?

can i target a god enchantment creature with Yisan, the Wanderer Bard if I have insufficient devotion on the battlefield for the god to be a creature?

Yes.

9/15/2013: The type-changing ability that can make the God not be a creature functions only on the battlefield. Its always a creature card in other zones, regardless of your devotion to its color.

It's a creature card regardless of the zone, but not a creature unless it's on the battlefield, and in this case, with sufficient devotion. That's why you can't Unsummon a creature from your graveyard. Yes, I used to think that was possible when I was a noob.
