Are creatures that return from the graveyard able to attack/acitvate abilities?

Example, I resummon a Royal Assassin with shelodrod,-whispering-one. Is it able to use it's tap ability / attack the turn I reanimate it?

No.

302.6. A creature's activated ability with the tap symbol or the untap symbol in its activation cost can't be activated unless the creature has been under its controller's control continuously since his or her most recent turn began. A creature can't attack unless it has been under its controller's control continuously since his or her most recent turn began. This rule is informally called the "summoning sickness" rule.

Since the creature you returned was not under your control since the beginning of the turn, you may not use any of its tap/untap abilities or attack with it. You may, however, use activated abilities of that creature so long as they do not require you to tap or untap it.
