A few things I don't get

1) When using the effect of Mishra, Artificer Prodigy, do you have to pay mana to put the extra artifact on the battlefield, or do you not pay its mana cost?

2) Are creatures with hexproof affected by deathtouch? I assume they are, since deathtouch doesn't specifically target any cards, but I'm not entirely sure.

3) There's a rule that a player can't control 2 legendary permanents with the same name. Does this apply to planeswalkers too? And, if so, would planeswalkers with different cards names but the same person count as 'planeswalkers with the same name'? (e.g. Nicol Bolas, God-Pharaoh and Nicol Bolas, the Deceiver are both Bolas cards, but technically have different names, so can they be on a player's field together?)

1) No, you put it onto the battlefield. As you don't cast it as a spell there is no cost associated with it.

2) Yes, hexproof specifically protects against targeting, which deathtouch does not do.

3) Yes and No. The Legend rule (which stops you from having multiple of the same legendary permanent) does not apply, however the Planeswalker Uniqueness rule does. That rule works much the same, but the specifics are that if you control multiple planeswalkers with the same planeswalker type you choose one to keep and put the rest in your graveyard. As both Nicol Bolas, God-Pharaoh and Nicol Bolas, the Deceiver have the planeswalker type "Bolas" this rule would apply if you controlled both of them.

Yes, as of the release of Ixalan Planeswalkers are subject to the Legend Rule now. You can control both a Nicol Bolas, God-Pharaoh AND a Nicol Bolas, the Deceiver at the same time, because they have different names. You still cannot control two Nicol Bolas, God-Pharaohs because the Legend Rule prevents that. Thanks nico-_-dianglo for being on top of out of date answers.
