If I cast an Aberrant for X=4 and I have a Hardened Scales which would place an additional +1/+1 counter on the creature when it enters, does that fulfill the conditions of Ravenous to draw card on etb?

No, the Ravenous ability to draw a card only cares about the value of X, not on the number if counters the creature enters with.

You can see this from the condition text: “If X is 5 or more…” - in your scenario X is only 4. Scales does not change the value of X.
