Proliferate questions

So I get that proliferate lets you increase tokens, so does this mean you could increase creature tokens?Also do cards like Titanic Growth and Goblin Chieftain give creatures there bonus +1's as tokens or something else?

Tokens and counters are not the same thing. Static buffs such as Goblin Chieftain
's effect do not put counters on creatures. These excerpts from the MTG Comprehensive Rulebook should explain it, and you can read those entire sections in the Rulebook, which can be found and downloaded here, for more information.
110.5. Some effects put tokens onto the battlefield. A token is a marker used to represent any permanent that isnt represented by a card.
110.5b The spell or ability that creates a token may define the values of any number of characteristics for the token. This becomes the tokens text. The characteristic values defined this way are functionally equivalent to the characteristic values that are printed on a card; for example, they define the tokens copiable values. A token doesnt have any characteristics not defined by the spell or ability that created it.
121.1. A counter is a marker placed on an object or player that modifies its characteristics and/or interacts with a rule, ability, or effect. Counters are not objects and have no characteristics. Notably, a counter is not a token, and a token is not a counter. Counters with the same name or description are interchangeable.
611.1. A continuous effect modifies characteristics of objects, modifies control of objects, or affects players or the rules of the game, for a fixed or indefinite period.
611.3. A continuous effect may be generated by the static ability of an object.
611.3b The effect applies at all times that the permanent generating it is on the battlefield or the object generating it is in the appropriate zone.
Example: A permanent with the static ability All white creatures get +1/+1 generates an effect that continuously gives +1/+1 to each white creature on the battlefield. If a creature becomes white, it gets this bonus; a creature that stops being white loses it.
