Oona's Blackguard + Inexorable Tide

This has been a bit of an argument-starter between my friends and I, so I'm asking to help clear it up.

Say I have an Inexorable Tide and an Oona's Blackguard on the field.If I play a rogue,let's say a Merfolk Spy, does it enter the battlefield with one counter on it, then am I able to proliferate it for casting a spell?

Also, what if there are two Inexorable Tides on the field, do I simply proliferate twice?

Oona's BlackguardMTG Card: Oona's Blackguard.

Merfolk SpyMTG Card: Merfolk Spy.

Inexorable TideMTG Card: Inexorable Tide's ability is put on the stack and when you cast the spell, and Oona's BlackguardMTG Card: Oona's Blackguard's ability is put on the stack when the creature enters the battlefield. It would look something like this:

Cast Merfolk SpyMTG Card: Merfolk Spy

Inexorable TideMTG Card: Inexorable Tide activates and if there are no responses you proliferate (twice if you have two tides out)

Merfolk SpyMTG Card: Merfolk Spy resolves and enters the battlefield

Oona's BlackguardMTG Card: Oona's Blackguard's ability activates and if there are no responses it resolves and you put a +1/+1 counter on Merfolk SpyMTG Card: Merfolk Spy.
