Someone told me they would trade me a card that would do that and I looked up cards with that effect and couldn't find any. Are there?

Teferi, Temporal Archmage's emblem is the only thing I know of.

Yes. It is The Chain Veil.

@djlindyswag: The Chain Veil only ignores the once-per-turn restriction of activating loyalty abilities, not timing restrictions.

LightAndDarkness, but you can still activate in on an opponents turn. The card does not explicitly say "only activate this ability only at a time that you can cast a sorcery".

From The Chain Veil's gatherer rulings:

7/18/2014: After the last ability resolves, youll essentially be able to activate a loyalty ability of each planeswalker you control a total of twice during your turn. The timing rules for when you can activate loyalty abilities apply each time; it must be your main phase and the stack must be empty.

It sounds like you are kinda new to the game. The person could be honest and might just be trying to help you have fun. On the other hand, as a new player, you might find this sort of effect really awesome, and overvalue what Teferi, Temporal Archmage is worth and end up trading away some cards that are worth more than it. Just go to tcgplayer.com and check the prices of your cards before you start trading.

If you aren't new, I apologize but it just sorta sounds like you are.
