okay so i told my friend hes a dumbass for this... he seems to think that if he plays Drain Power he gets mana from each of my untapped and tapped lands. i say hes wrong cause certain printings of the card say available lands anyways. who is right

You're correct.

A tapped land can't use its activated ability to generate mana. So if you have 6 Islands and 4 are tapped, your friend is only getting 2 blue mana.

From Drain Power's Gatherer:

"This card forces the target player to draw mana from lands if they are untapped, but that player can choose how to draw the mana if a land he or she controls has multiple mana abilities, or mana abilities with choices.

Drain Power's Oracle text is as follows:
Target player activates a mana ability of each land he or she controls. Then put all mana from that player's mana pool into yours.

You get all mana currently in the targeted player's mana pool. If that player has a tapped Forest, he or she won't be able to activate the mana ability of that Forest to add G to his or her mana pool. However, if the mana from that Forest's ability is currently floating in the targeted player's mana pool, you get that mana regardless of whether or not the mana ability was activated before Drain Power resolved.

In modern terms, the card says:

Target player plays a mana ability of each land he or she controls, then empties his or her mana pool. Add mana to your mana pool equal to the type and amount emptied from that player's mana pool this way.

Mana ability is adding mana to your mana pool. If you played a Drain Power on your friend, and he had 5 untapped Swamps, 2 tapped Swamps, and 1 Dark Depths, then he would tap his 5 untapped Swamps and would add nothing to his mana pool. You then would get 5 black mana. His only untapped land would be the Dark Depths. Sorry for the long explanation, I was trying to explain it to myself too.
