Are duel deck cards legal in any format?

just like the question says
i do wish being printed in a dual deck would put cards into standard. I like dredge far better then scavenge

Eternal Formats, such as Legacy and EDH, can play with any card (that isn't on the Ban list) including those printed in Promotional Sets (Duel Decks, Commander, Planechase, etc.) even if they have not been printed in a normal set. Scavenging Ooze for example has only been printed in a Commander set, but is legal in Legacy.
Any non-Eternal format does not get these cards (ie: Standard and Modern).

Not necessarily. A cards is legal in any format as long as it has a version printed in a set that is Legal for said format. RtR, for example, have Syncopate which is a reprint from Odyssey. You could use a Syncopate from Odyssey because it is also available in a standard set. Duels decks however are not real sets and thus are not legal by themselves in any formats. Their cards are then restricted to what i explained about reprints.
