So as the title says will I get the copyright hammer on me if I make a custom play mat with a planes walker I like, with the art from magic the gathering? or will WOTC be fine with it because it is only going to be for my personal use.?

As long as you're not selling it, you'll be fine.

If a company is creating it for you and selling it; they'd be the ones to get in trouble.

My brother tried to get a custom hat made that said Wu-Tang on it and they wouldn't do it because they didn't own the rights to it

TGGE,
Disclaimer: I'm 100% not a copyright lawyer :-)

Short answer: Legally, "it depends." But it practice almost all artists and playmat companies are fine with folks printing one for personal use.

Longer answer: As I understand it, some card art copyright is owned by Wizards, but most (especially recent works) are retained by the artists. And different artists take (very) different views on other people's use of their works. If you want to be totally sure, you'll have to reach out to Raymond Swanland for Angrath, the Flame-Chained and Chris Rahn for Angrath, Minotaur Pirate.
