The +2 and -9 abilities create similar but different tokens, which is a point of potential confusion. I suggest that either all the tokens should have regenerate, even if the -9 tokens never use it; or that none of the tokens inherently do, and the +2 grants a temporary regenerate ability to Skeletons or Skeleton tokens.
Also, as a minor templating note, the -9 should say "Skeletons you control have indestructible, hexproof, and menace." While bad English grammar, "indestructible" has been a keyword since 2013, so Magic-ese grammar treats it as a noun.
Anyway, good Skeletons = me happy.

Yeah, there is an issue with MTG Design where you can't change the font size of individual fields. The main problem is that the whole regeneration text is just long and bulky and doesn't fit well in small spaces. So the text becomes super small.
Then, because I can't adjust the font size of the rest of the card independently, everything else is shrunk down to like 19 font.
Maybe I'll drop the emblem so the 2/2s have the regen text. Then you can just make 10 of them which, 20 power on the board is wonderful.
I was trying to refrain from mill / discard to load the graveyard. If I do that, the obvious question is why not just make the -X into zombies. Well we already have a necromancer. That's why.
See what it boiled down to was the stupid font sizing. I don't have the space to add the regen text on the -X like it should have. So I added an emblem that makes the skeletons really hard to kill. But the emblem does nothing if you don't have bones on the battlefield so you need tokens along with it, which also doesn't have room in the text field.
The whole things a mess, and it's all because I can't independently adjust field sizes. :(

Regarding the design, this would be a fine first appeearance for a walker. Isn't exactly overpowered, but makes the identity quite clear. I like it!
