Pauper commander choices.

So my friends and I have challenged each other to come up with a Pauper EDH deck. 99 commons and one uncommon legendary creature as the commander. My choices I've brought it down to are:
What do y'all think? Any ideas for these commanders?

I was thinking for Radiant to do a sort of bird tribal with some angels.

Radiant, Archangel looks the best to me for a Voltron style deck. Flying should be relatively easy to produce and it looks at the entire board.
I would have to research more to give you card recommendations but at first glance, the Angel is the way to go.

In Pauper commander, your general doesn't HAVE to be legendary.

Any common or uncommon. I hear Mistmeadow Witch is pretty broke. I personally enjoy Selkie Hedge-Mage at the helm of my tempo deck.

We're trying to stick to legendary creatures to make it a bigger challenge, forcing us to use and utilize older creatures. Otherwise I'd go crazy with the uncommons.

For Hikari, there are 36 white common spirits and 9 common white arcane spells, most of which aren't very good since you're obviously limited to commons.
You aren't going to encounter any legendary lands that are common, so Livonya is just a 4/4 first striker for 6 which isn't very good.
Radiant is probably your best option, and looks better for commander damage, considering there's 161 white common creatures with flying (it also counts your opponents' flying creatures).
