Color Identity with wording.

I've been looking around, and haven't been able to find any definitive answer to this question, so if it's been answered here or elsewhere before, I apologize in advance.
For a card like Rapid Hybridization , can I have it in my deck if I don't have green in it? Specifically, I have it in Niv-Mizzet, Poky Bastard which clearly does not have green in it.
Similarly, if I wanted to put Sarpadian Empires, Vol. VII in a deck, would it have to be a 5 color deck, or can it be in a deck of any color, with my choices limited to the colors of my commander's identity?

For future reference, posting rules questions like this in the MTG Q&A section is recommended; you'll usually get faster answers there, and there's lots of knowledgeable rules people who consistently peruse them for more questions to answer.

But hey, commander is mostly kitchen table, so just ask your play group if it's alright with them. It's fine with me when my friends do (personally, I don't, buy I'm picky like that.)

@Vampirelazarus If that hybrid mana quote was in response to MagnorCriol's mention of using extort in mono-colored decks, the only hybrid mana symbol on the mono-coloured extort cards is in reminder text, where it doesn't count or contribute to color identity.

Spelled out words don't matter towards color identity; only mana symbols that appear in the mana cost or in the non-reminder text portion of a card's text matter. (The "non-reminder text" clause is there because reminder text doesn't count towards anything, and so Extort cards can actually be used in mono-W or mono-B decks.) You're fine to use Rapid Hybridization / Pongify and Sarpadian Empires, Vol. VII in your decks.
