Can someone explain Tiny Leaders to me?

I don't quite understand the game format. If someone could help explain what it is, that would be lovely.
Link to TL rules. The format's pretty dead. I'd suggest staying away from it if your local meta doesn't have lots of support for it.

It's Commander, but each card (including your Leader) has to have a converted mana cost less or equal to 3.

As to what TheDevicer said, I'd build a Commander deck, but is also legal in TL so you can just cut it in half and play.

It is, in nature, the 1/2 version of EDH.
a legendary creature for the commander
the cards in the library must fall inside the commander's color identity
the deck, including the commander, must add up to 50 cards total.
there can be only 1 copy of each card excluding basic lands.
all non-land cards in the deck must have a CMC (converted mana cost) of 3 or less. (However, you can still pay more than that for alternate costs i.e. Cyclonic Rift. And spells with
in their mana cost, the
doesn't count for deck building so Blue Sun's Zenith is legal.)
