Any advice for turning oversized foils into full art cards?

I just noticed yesterday that the width of oversized foils is the same as the length of normal cards. So I want to crop my oversized cards into normal card-sized horizontal full art commanders. Does that make sense?
Does anyone have any tips or know of any tutorials online for this process? I want to make one for all my friends before Christmas.
Sorry, little confused here. Are you thinking about taking, for example, an oversized foil Maelstrom Wanderer, cutting it in half, and using the art half to become a card similar to the image you tried to link?

Yes, precisely. So it would include the name and mana cost, most of the art, and then just the bottom of the frame.
Wasn't sure if someone had any tips to make it look smooth or just how to approach it in general.

I'm not an expert, but I suggest using a paper cutter or a jigsaw to get a clean straight cut. Then I would use sanding paper to soften the edges. Once again, I don't know how that will work, but until someone with experience responds, I would recommend something like that.

as Eiti3 stated, I would look into getting a paper guillotine to actually do the large cutting. A decent pair of scissors will help you get the rounded edge for the corners. If yo uare going to use any sandpaper, make sure that it's very fine grit (1200+). I have used 1200 on some PVC pipe (was making a playmat tube) and I'd think you'd want finer than that.
But whatever you do, don't forget the old adage: measure twice, cut once.

I've done many of these. It's a super easy alter. All you need is an xacto knife. You don't even have to glue if you don't want; you can just layer in a sleeve.

I just tried making one, but my cuts were really bad. Would you use sandpaper to make the cut better? I'll post a picture when I can.

I don't think sandpaper is the best idea. Because the foiling process actually adds another layer to the card, and because this layer can peel and scratch very easily, you should avoid abrasion whenever possible.
Use a paper cutter, straightedge and scalpel/craft knife, or some other tool to get clean, straight cuts the first time around. Apply enough pressure with the cutting tool. Make complete cuts the first time (i.e., cut all the way down and all the way through; don't make tons of little cuts on one side).
Cut into the foil side and out the back of the card if possible since this direction will prevent the foil layer from separating from the cardstock (you'll probably want to protect the card face if you do it this way).
If you find that you need to clean up a cut, take a craft knife and carefully pare away any imperfections on that edge.

What Epoch said. Sandpaper is typically used for 3D alters because the multiple layers of cards can stand up to it much better; foil will get torn up, scratched, etc. If there's one thing I've learned from making Foil Peels, it's that the foil layer is VERY delicate. If necessary, tape down the card to prevent slipping. Use a rubber cutting mat when you can.

Wait, wow.
Could I perhaps print a full proxied Commander deck on the oversize foil commander cards?
Where might I be able to print high resolution proxies for that? Anybody know of any sleeves that fit the oversize Commanders properly?
