Well, orion already touched on most of the points I was going to make. No surprise since he and I recently discussed then joys of Orzhov decks. I have my own take, one that takes the Authority of the Consuls + Kambal, Consul of Allocation combo and abuses the $#!+ out of it in a Lifedrain/control shell.
