I think it's a bit better. I still think you need more lands. The only time you can get away with only 16 lands is if you're playing a deck where every spell is either 0 or 1 to cast.
Regarding budget and the [often absurd] cost of cards - If you're very casual, how do you feel about playing with proxies? A set of sleeves, spare commons, and a print job gets you any deck you want for pretty cheap. Even cheaper than that - play for free online at Untap.in or via the crossplatform (Mac, Windows, Linux) client Cockatrice. (That's where I play). Or you can even play for free on MTG Arena on a computer or I believe even your phone. (I've never played there; I'm not competitive and I like freedom to choose any spells when brewing and playing strictly against my friends)
Another way to keep decks fast and cheap is to brew mono-colored decks. Then you don't need any expensive lands. And mono-colored decks can be just as good as multicolored decks. In many ways, mono-colored decks are more consistent, efficient, and faster. I just slapped together a mono-white Rabbit tribal deck trying to keep it as budget as possible while also including 8xHare Apparent, and it came out to basically the same price as what you currently have. But I want to be clear - You brew you! I'm not saying you should just ditch this brew and restart as mono white; instead I'm trying to show that mono-colored decks can be good, cheap, and fast.
I do think Valley Questcaller would be a great addition here - it's not expensive to buy or cast, gives you a lot of ETB triggers to Scry your way through your deck, and is a nice bunny Lord (+1/+1 to all your bunbuns!). I also like Harvestrite Host with Hare Apparent - you'll always trigger it to get the drawcard, which, being repeatable is really nice.
