$1 Brewing Challenge

Since there are a lot of brewers here on this site I thought this would be an interesting challenge.
Disregarding any sanctioned formats' banned/restricted list, what's the most powerful deck (60-card) you can assemble where each card in the deck costs less than $1 (TCGPlayer Market price)? No silver bordered cards are allowed.

Unfortunately crow is a quarter, so the playset costs you a buck. No more money for basic lands unless those are free.

Though the prices will be different in paper, I would imagine looking at Penny Dreadful decks would be a good place to start.

I imagine burn wouldn't lose much what Lightning Bolt and Boros Charm ? The rest of the deck is under $1
