crewchief88 Alela wants the Hall of Heliod's Generosity in there. not in Elsha. Alela is the artifact/enchantment chick in esper. So she really could use it more than Elsha can. I play tested your deck 6 times to turn 7 and only 1 time was i able to go off and win before then. That was turn 4 on a really good hand.
I would do some testing and working with the deck a little more, tweaking and ironing out the issues that you may have. (I noticed a HUGE problem with mana. You arent running signets, or all the talismans, so your fixing isnt there. That may be why you have some problems in the deck)
After further evaluation Library of Leng should not be in this deck. It's a cute card that does nothing for you right away in game. And discard decks are only if you are going against decks like Nath or Nekusar. (My baby Nath sadly can't keep up to my Elsha list.)
I think you rely too much on the effects of wheeling your way to a victory when you need to be letting Elsha do all the work man. She's a house. Throw in Rogue's Passage to sneak a few beats in there. Swiftfoot Boots is another card that she should be running to protect her. You don't want to give your opponents any opportunities to kill your commander when you are tapped out. Elsha, much like other storm decks, relies on the commander. For example: If Kess was not in play, the Grixis Kess Storm deck wouldn't function 100% of the time. I've done some testing on that.
Jeleva is the only one that wants to not be on the field 99% of the time unless shes attacking. Yidris storm REQUIRES Yidris to be on the field 100% of the time to win the game. Elsha is the same way. We need to be able to protect her at all costs.
Also, while I'm on the topic. SAY NO TO CODEX SHREDDER. It HAS TO GO. Its a cute card that if you want to win, you play around what people tutor. You know what they are tutoring well ahead of time so you can stop them with what counter magic you have.
You also don't care if they use Tabernacle because you only use 1 creature. Everythign else does value on ETB.

Foundry Inspector Lab Man, Winds of Change These are cards that seem like the weak links in the deck to me at this current point in the meta game of cEDH. Elsha is a turn 3-5 deck no matter how you put it. Lowering her mana curve is a huge thing to do in this deck to where you can push out everything. I've sacrificed Mizzix Mastery just to have something faster in the deck that is more impactful to the board. Past in Flames turned out to be 10x's better.
Ultimately, Winds of Change is SUPER CUTE if you are trying to royally screw an opponent turn 1. If you can dump your hand turn 1 then drop WoC, cool. Otherwise, its refilling into a game where people have counter magic at all times and gives them better card advantage than you ultimately. They dumped a hand that they liked sure. But you may of gave them an even better hand of 7.
Foundry Inspector ---> Helm of Awakening all day long! or even Cloud Key Cloud Key is 100x's better than Helm. Redundancy is great... just... not on bodies in this deck. Keep Aetherium Sculptor in the deck. Cut Foundry Inspector.
As discussed above, Lab man is the weaker of the 3 "I just win" cards. He hits the board, and your opponents can respond to you drawing from an empty deck by killing him or bouncing him. Wipe Away while not heavily played in cEDH, does see play and it does remove a player when they are trying to just win the game out right. For this case alone, Thassa's Oracle just says "I win when I ETB" making her strictly better since they have to counter or stifle its ability. Stifle abilities are not big in cEDH. I alone run Trickbind now for these instances in all my blue decks. ANd I should've since AER was printed.

Flash Spellseeker Both these cards are almost mandatory at this point. Flash hits Oracle, respond to Oracle with Demonic Consultation win the game. This is the new meta of cEDH currently. Where Flash Oracle and Consultation Oracle exist. Especially in a deck like Kess, where Consultation is already in the deck. Also Tainted Pact needs to be in your deck as soon as you cut down on all of the basics you have in the deck. Its another way to mill your entire deck out for Oracle.

rebell_son i advise you look at my Elsha of the Infinite Storm list. =D You might be able to take some ideas and inspiration off of the deck to help you better understand the deck. It's updated to T:BD. So we have the newest additions to the Elsha set up.
I also recommend to you the new combo that these types of decks set out to do in case someone uses Trickbind (I always recommend this card to peoples decks.
Flash + Thassa's Oracle In the case that you can NOT win with AER, you need a way out with Top. People will not always let you have Lab Man. (I believe Labman to be the WEAKEST of the series of just straight up win the game creatures) So you will need to have the final way out Thassa's Oracle.
Furthermore, there are a few other things that I can think of from my list that you can really use to strengthen your deck to the point where its stronger than it currently is.

SideBae tasigur is just for the colors. Statistically white in a deck has a higher loss rate. No matter how small it is. Plus, i dont want to be a TnT deck =P thats like everyone else in the cEDH world =P

Daniel_3 Trickbind isn't just for Hulk decks. same with stifle. With Thassa's Oracle decks emerging rapidly, you should be running the stifle effects in order to stop game ending moves. I've considered doing a Flash Oracle deck because of this and over time we will see things like Flash Oracle emerge with abilities that aim at winning off of an ETB trigger rather than "draw and win the game" i can kill Labman or Jace ASAP before you win. Oracle, he ETBs and you win. Stifle effects will shut that down. This will be an emerging thing in cEDH. Also these stifle like effects hit things that build combos to victory. (AER, Iso scepter, Chain Veil, Squirrels Nest, Sevala... the list goes on)

Also, Staff is cute, but i dont feel it belongs. your not a combo deck. your a storm deck. Tendrils of Agony should be in this deck also. if you intend on top storming with bolas citadel or dramatic scepter storm, you wont always have AER out. You wont always hit Exsanguinate. So you can rely on traditional storm with Tendrils to hit your opponent in the face for X damage (depending on storm count) gain X life and hopefully kill the board. The feel bad with AER is when you go to pay 50 life, and someone trickbinds your AER. you paid 50 life, did 0 damage and died for it. Back up plans are always reliable in these situations when you can stop them from out right winning cause they stopped you from killing everyone in 1 turn with 1 ability. Tendrils forces them to hold Stifle or Voidslime as well to storm the storm trigger. cEDH runs only what is needed. Trickbind is the most used ability counter in cEDH right now because of split second. I would consider running Stifle and Trickbind so you can get the full value against the issue decks you will come across (most cedh is trigger/activated ability decks so stopping them the turn they want to go off with TB or Stifle is HUGE especially against the growing amount of variant storm decks, among other decks like TnT hulk, and any breakfast hulk variants.

Thassa's Oracle as another win condition. you won't always be able to rely on AER or Exsanguinate. It always helps to have that extra escape trigger.
Trickbind should also go into this deck to stop the hulk combo decks or just to stop someone that wants to do XY or Z with abilities. Meddling Mage is great for this to hit the flash hulk as well so you have time to combo.

CallahanIsHere for the TnT decks, there is a card no one really plays. When i played Stax i ran it. Ravenous Slime this card essentially kills the Protean Hulk decks if you can protect it. Shusher is a very powerful and political card. If you want something your opponents do to resolve, you make it uncounterable? That seems so good. But also to just combo off yourself is even better. Shusher has been in any gruul deck ive owned for that reason. And slowly Slime is going to those decks too. Oath of Chandra seems clunky and slow to me. Etbs to kill 1 creature. But then does nothing unless you flicker it or put a walker in play. I like Oath of Jace more. For the card advantage.
Also on the topic of Leveler, flash Oracle is a thing. Usually its too late for them once youve protean hulked Leveler into play. Recur Flash, then flash oracle. Its clunky. And i didnt see any recursion in the deck. So maybe add Noxious Revival to grab that jace back?

CallahanIsHere and Vexing Shusher? I totally agree with you that its way to telegraphed on leveler. no arguments there. It sees fringe play at best in slower decks. It was a small thought that maybe can get away with it in this deck specifically. Its more of a one shot wonder. once people see you win off it, they'll stop it. as far as Search for Azcanta Flip. I run in a very blue meta. Search has been able to consistently get me pieces (Such as DC or TP) while playing Consultation Kess, and win outright with it that next turn, telegraphed or not. (thats the issue your probably having with SfA) And thats a viable reason to not run it if you worry about telegraphing everything. ~Shadowz

Vexing Shusher should be in this list as well. Redundancy is a huge thing in cEDH. To pay G/R to make a creature uncounterable is HUGE when you're trying to go off and win on the spot.
Have you considered Leveler? Exile your library and then Thassa's Oracle to win the game on the spot. Its something that I've been slowly gearing my decks towards doing with the emergence of Thassa's Oracle. Because we are blue we can WoI, Fabricate. White can Enlightened Leveler. Black just tutors it. Its a pretty early set up with the appropriate Mana rocks early game to just get there. 5 mana is heavy I know, and he's not legendary, but he does come out and just drop the bomb that you win.

ScionsStillLive Labman dies too easily. So you dont want him to die. i see the point behind not playing him. draw last card. opponent responds with something to (kill it even Sudden Spoiling does the trick.) and you lose the game.
