I am aware that you have some fixing in your deck, I just felt that the quality could be improved. For example I can't think of a single instances in which Obelisk of Esper is better than any of the mana rocks I suggested. Also Celestial Dawn makes since and all, but I feel like another mana rock would've been just as effective if not more so. After all, it costs just as much mana as your average mana rock, but cost double white to get online in a three color deck. Needing fixing for your fixing can cause issues, on top of that it doesn't ramp you like a mana rock would. That means you're spending three mana to gain no real advantage a lot of the time.
As far as pet cards go that is fine. You don't have to say anymore about it if it is a card you have a personal attachment to. However, I don't believe Sphinx sovereign can be defended on the grounds that it is a good card. Because it is literally one of the worst cards in the deck. Sure it is a big card and thus more powerful than most, but it costs far too much for what it does. A 6/6 flyer that did nothing would need to be costed around 5 mana for it to be playable in commander, so since this guy is a 8 mana 6/6 with only flying its ability needs to be worth at least 3 mana. That ability is not worth that, not even close.
Just as a point of comparison lets take Magmatic Force since they have a similar ability and mana cost. Clearly Magmatic Force is far better in every way that matters, it always deals damage without needing to jump through hoops, it can target creatures if you need to remove something, and it does it every single turn not just the end of yours. Yet I have never encounter this card in an actual game. The reason is because it costs 8 mana for a card that needs to stick around for as long as possible and dies to every removal spell that actually sees play.
Frankly Sphinx of the Steel Wind is far better. This card slices and dices, it gains you life, and never dies. Seriously it is one of the hardest creatures to remove in this format outside of Norin the Wary and indestructible creatures. So if it is not in the main deck and Sovereign is, then there is a problem.

Hey looks like a fair neat build. A few things I noticed when looking at it though is that it is far from optimized. Here are a few suggestions.
Firstly, due to a rules change you con create mana outside of your commander's colors now. So even though you're running a Blue/White/Black deck, you can still generate Red and Green mana. This is very important for your commander since it will allow you to play those types off cards from your opponent's hand. With that in mind, more flexible mana fixing would a big help. Here is a few options Fellwar Stone, Coalition Relic, Commander's Sphere, Cultivator's Caravan, City of Brass, and Mana Confluence.
Sharuum the Hegemon should also likely be in here. Perhaps a Sphere of Safety since you seem to be going for a pillow fort strategy. Other good cards worth considering are Grasp of Fate, Sun Titan, Cataclysmic Gearhulk, Noxious Gearhulk, and Torrential Gearhulk.
Easy cuts to make room for these cards include Anticipate, Sphinx Sovereign, Mind's Dilation, Blazing Archon, Iona, Shield of Emeria, Web of Inertia, Painful Quandary, Decree of Silence, and Choice of Damnations.
Why these cards? Well Anticipate is good, but 1 to 1 card draw is usually bad in this format in general. It is go big or go home. Sphinx Sovereign and Mind's Dilation just don't do enough for their mana costs. Blazing Archon and Iona are good, but are far too hard to cast at 9 mana with three white and die to just about everything in this format. Iona may be able to lock a player out, but this is a chaos format so it is hard to lock out everyone. It is also just generally not fun. Web of Inertia is very bad in general, it is far too easy to by pass its effect all together and there are better options out there. Painful Quandary and Choice of Damnations are alright, but commander is a 40 life start. That makes cards like these far less effective than you might think. Decree of Silence is just too much mana and gives you no control over what actually gets countered.

You could try Thornbite Staff, it makes it so whenever you sacrifice a creature with your commander he will untap allowing you to do it again. Summoning Station is also a great include since it combos super well with Mycosynth Lattice allowing you to make unlimited tokens to sacrifice to your commander.
March of the Machines is also a super powerful include, since you can drop some seriously big none creature artifacts very quickly and make them all indestructible with the forge which also becomes a 9/9. Then on top of that, with Mycosynth Lattice, it will turn all lands into 0/0 creatures and thus destroying them. While this hurts you as well, you get to control when this happens and would likely be ahead on the board, and you would also have your mana rocks to fall back on.
Other minor options would be Junk Diver, Workshop Assistant, Swiftfoot Boots, Thousand-Year Elixir, Thran Dynamo, Mind Stone, Hedron Archive, Dreamstone Hedron, Extraplanar Lens, and Gauntlet of Power.

You could consider Vial Smasher the Fierce. He is good on his own and might even make for a good commander option since it would allow you to partner him with something else like Ravos, Soultender for example. It would act as a nice replacement for Wort's effect, buff your team, and allow you to delve into white.
