No problem! And yes, putting Rafiq in the 99 was what I meant, not as the commander.
I couldn't really give any suggestions (research cards online) earlier, but now I can help more.
Proliferate lets you put 1 more counter on any number of counters on the battlefield, so if you were to proliferate, and you have 5 creatures with +1/+1 counters on them, you can add one more to each of them, and up a loyalty counter on a planeswalker, or an experience counter if you have it. Just any kind of counter. It's an amazing ability to have, and blue has it the most I believe (if not it's a close 2nd).
Good cards to consider for proliferating might be:
Thrummingbird is not bad. It has flying so it'll be harder to get from damaging players and proliferating
Contagion Engine is a MUST for a proliferators. You proliferate TWICE, and weaken your opponent's creatures, (which fun fact you can proliferate those as well). Has kind of an expensive cost at first, but after a bit in the game, four mana to up all your counters, then up them AGAIN will be a walk in the ballpark, especially since most the cards in this deck are 5 or less mana.
Contagion Clasp is the diet sugar-free version of the above, of course its much cheaper, but the ability is the same cost, and only proliferates once. Still not a bad card though.
Steady Progress is a pretty simple instant, and helps for card draw.
Finally, this may not be TOO useful, but is something to think about, Throne of Geth will let you proliferate, HOWEVER saccing the artifacts you have isn't too good of an idea, but that's up to you. At the very least, you could sacrifice the Throne itself to proliferate just once, maybe sac Sol Ring once you have tons of mana? That's up to you.
There are a few other cards which proliferate, but they deal Infect damage. Thankfully you can proliferate the poison counters they give to players and the -1/-1 counters they put on creatures, but it's been my experience playing with Infect decks that it's often better to make Infect the absolute focus of a deck that has it, Reason being that the creatures built around Infect are designed to be very fast, Infect decks are usually fast aggro decks
Good cards for putting counters on creatures might be
Lifecrafter's Gift you can never go wrong with this card, it's almost like proliferate too.Scale Blessing Pretty much the same as above.Patron of the Valiant is like those two almost proliferate cards above, except it's a creature with flying, which means you can put counters on it too!!
Titania's Boon Easy way to get the proliferate train started.
Mikaeus, the Lunarch is slowgoing, and in danger of getting targeted with an instant or sorcery, but you still have counters to throw around.
Vastwood Hydra if you plan on having the gobs of mana for it, or at least enough to put 1 counter on each other creature once it inevitably dies.
Sunbringer's Touch is okay for the first part, but it's mostly for that juicy trample effect that it'd shine in this deck.
Renegade Krasis is another good ol' counter putter.
Celestial Ancient will be useful, with those 12 or something enchantments in your deck.
Inspiring Call is also good for both synergy and card draw.

Not sure if you're going for a Voltron-ish deck here with slamming constant counters on her or just your creatures in general. I assumed because her cheap ability it was to boost her, in which case, having much more creatures with Exalted would boost her. Best example is Rafiq of the Many, whom I myself have an exalted focused deck and it's very fun to play.
Of course that would mean you would only attack with one creature per turn to get the exalted counters, but you would also get double strike thanks to Rafiq.
other than that, I would say your best bet is to put a few more proliferate and +1/+1 counter spells rather than that many creatures or lands, but I could be wrong on that, so take from that what you will.
Look to Green and Blue for counters and proliferating, maybe to even out your colors a bit more, but that's up to you. I really like the idea this deck is presenting.

If you're looking for a replacement commander to make it legal, I hear you on Child of Alara being overdone.
I recommend Ramos, Dragon Engine. You seem to have a fair-ish amount of multicolored cards, as well as you can put in more to make it more multicolored to fulfill his ability.
Mostly I mean this to remove those counters and have a very good mana ramp.
ALTERNATIVELY, you could replace those creatures with some more Elementals, and make a really good use out of Horde of Notions, though that would make the deck more of an Elemental Tribal, than what you're going for.
Other than that, I can't think of any useful legal commanders for this deck, but I do like the card you currently illegally have as your commander, and the deck idea itself!

Thanks for the suggestions, I've added pretty much all of those in. I wasn't sure where to go with non-basic lands since I usually seem to not do too well, I usually just include the Temple variant for Scry 1 and the Gain 1 Life variant nonbasic land in all my decks, as well as a Sol Ring and Command Tower.
But as for instants and sorceries, is there anything that could help this deck?
Only thing I can think of is Card Draw.

Ohhhh now I gotcha. I mustve not RTFCd properly. I was under the assumption it was just the owners creatures, but since its any creature, youre right. This could have a good home here. Although its an artifact which means its pretty susceptible to instants/sorceries knocking it off, plus I dont feel as though itd be worth using a Counter instant for unless going against maybe a Swarm deck, I definitely now see the use behind this card. Im gonna see if I can add that in, maybe replace it with another artifact, preferably an equipment.

It would help, due to the fact that Id be making lots of killables with The Locust God. The only problem is its an equipment and only one damage. And also two mana is quite costly for the ability considering Ive got stuff that deals 1 damage gradually for no individual cost. ( ie: Niv-Mizzet, Dracogenius, Psychosis Crawler, etc. thanks for the suggestion though! Its a nice card.

Ive got the maybeboard filled with cards I wanna add in now, as well as adding in a few more mountains to keep it better balanced, though do be aware Blue has a much bigger presence in this deck :P
Only problem is I cant really figure out what to replace. Can I have some help, maybe with cards in the deck that arent really useful, that can be replaced by a few of the maybeboard cards?

Dear Rabid Wombat, thank you for giving me the opportunity to type that awesome name.
The only issue I have is I, and mostly my group dislike infinite combos. Whilst fun to pull off, Id prefer to steer away from that with that. Also I dont really have a current use for Willbreaker, since my cards dont really target opponent creatures at this point, but besides those two cards, the rest are great, and Ill sort through and put them in a bit!
Ive been enjoying playtesting this deck so far, card drawing to hurt people is great, lmao
