Check out my Nath deck for good options. I can think of a few, but I do not know where your budget ends....

That’s a fair point, but I think it benefits when your opponent literally never has a hand to bother with, and it can easily get to the point that unless they draw an instant, they will never be able to play a card due to being handless.
On the other hand, alot of these cards benefit from maximum discarding, so it is kind of a hard decision to put stuff like Howling Mine and Temple Bell in. The idea behind the deck was to leave them handless whilst Elf Tribal beats em up
Not to mention I still need to get this deck a few cards shorter to be at 100.

Thank you all for the suggestions so far! I've taken a good many of these suggestions, and I can see this deck fleshing itself out more and more. Still need cards to remove to get to the legal 100 though
And yes, I agree with Thallion on the burn aspect of Liliana's Caress, Megrim, etc. At the very LEAST it's pairing with Nath who grants one discard at upkeep. I will gladly take 2 indirect damage per upkeep (With plenty of more room for discarding), and with a few of the combos in this deck, like Sadistic Hypnotist + Nath of the Gilt-Leaf and Geth's Grimoire + Words of Waste, you will not only be constantly clearing their hand full of answers, but dealing 2 or more damage for each card in the process. Then Quest for the Nihil Stone can come along to help finish the job.
I can agree it is not super fast in say a 1v1 setting where you're the only source of damage to that opponent, but in a standard 4-player game where players are also hurting eachother, I'd say these do some rather significant harm.
I also have to say I'm not necessarily excited about running Dark Deal but I will because it's just a sorcery? I feel like it kind of hurts the player too much to have them discarding as well, but for Dark Deal it is slightly more utility in that it can allow you to discard a bad hand and effectively mulligan in the midst of the game. And of course you make everyone else discard in the process.

Would definitely recommend Geth's Grimoire to aid your card draw, as well as Words of Waste. With all this group card draw if you have the mana this is a gross move. Both combo well together if you've got the mana.
You're gonna need more card draw with all the "Everybody Discarding" effects. I'm running a Golgari EDH deck (About the same price as yours) that focuses on Discarding myself so I'm glad i'm not the only one who likes making people discard on a budget XD

I’ll definitely put some thought into it. The difference I think is that this deck is also designed to run with powerful elves, as well as a tiny bit of ramp from said elves. The Utility ones are good too, whom destroy artifacts or make me draw cards, but you have a point with the elf production.

Ah, I'm actually working on a similar deck right now, but with a different Mono Blue Artifact-Loving child, one that I'd recommend to help bring out extra artifacts, albeit with a mana cost (unlike Arcum, but you get to keep creatures in this case) It'll have the same focus your deck does, though more expensive CMC Artifacts and ways to untap the Commander as well as cheapen his activated ability.
Muzzio, Visionary Architect, and from what I'm seeing you will have plenty of mana to go for that cost. From what it seems most games you'll be using that effect to look at the top 5 or below cards, but thanks to Arcum you can whip out that Darksteel Forge immediately and be looking at the top 9 cards.
