When playing Zendikar Resurgent and lets say I have 4 land out and I tap all 4 does this mean that I now have 8 land.

If you have four land and tap them all for mana you have four land. With Zendikar Resurgent out you get 8 mana from those 4 lands, but you still only have four lands.

Lands and mana are two different things. Lands usually tap for mana. Mana is an intangible resource that goes to your mana pool.
