If you control two Wolf-Skull Shaman then at the beginning of your upkeep they will both trigger and you will put both abilities on the stack. Then they will each resolve in turn and will both look at the same top card of your library. If the condition is met then you can get a total of 0, 1, or 2 tokens (the decision to reveal the card is made independently between the two resolutions).
