I'm not sure how the Ferocious effect works. If I have a creature with a power greater than 4, my opponent can't pay 1 colorless mana as an alternative?

Correct. If Ferocious is active, you modify the spell as per the effect. In this case, without Ferocious the spell reads, "Counter target noncreature spell unless its controller pays ." With Ferocious, it reads, "Counter target noncreature spell."

Just to clarify, the Ferocious mechanic requires you to control a creature of power 4 or greater not greater than 4.

Also, the Ferocious effect is replacing the normal effect of 'counter unless they pay 1' with a new effect that unconditionally counters the spell.
