Ragavan ban

Is Ragavan, Nimble Pilferer banned in normal 4 player edh? I just saw an article, don't know how factual it is. Does normal edh and duel edh follow the same ban list? Not sure if this is the forum thread to post these types of questions.

Short answer, no. The two have completely separate ban lists.
