if they were to let's say activate monstrous on Fleecemane Lion and i responded with Turn to Frog does it still monstrous?

Yes. The ability resolves independent of the source, so the ability will still resolve, and they will have a 1/1 blue Frog with a +1/+1 counter on it that is monstrous (the state of being monstrous is not an ability), but is not hexproof or indestructible until end of turn.
